A bill to amend Section 221 of the Flood Control Act of 1970, as amended (42 USC 1962d-5b) relating to items of local cooperation imposed upon water resources development projects.

Amends the Flood Control Act of 1970 to permit performance and payment of damages in connection with water resources projects to be contingent on a State's legislative appropriations process. Exempts water supply storage contracts under the Water Supply Act of 1958 and recreational projects under the Federal Water Project Recreation Act of 1965 from the requirement of written agreements for non-Federal cooperation in water resources projects.
