A bill to amend the Federal Railroad Safety Act of 1970 to authorize a State agency to issue cease and desist orders with respect to violations of such Act, and to seek enforcement of such orders in the appropriate district court of the United States.

Amends the Federal Railroad Safety Act of 1970 to authorize State agencies participating in railroad safety investigative and surveillance activities to issue cease and desist orders with respect to violations of such Act. Authorizes such agency to apply to the appropriate district court to enforce such order.
