A bill to amend title I of the Housing and Community Development Act of 1974 for the purpose of utilizing the use of the urban development action grants program to assist certain urban counties in which there are areas with special needs relating to physical and economic deterioration.

Amends the Housing and Community Development Act of 1974 to make any urban county eligible for urban development action grants if it contains at least one area which: (1) meets the minimum standards of physical and economic distress established by the Secretary of Housing and Urban Development; and (2) was a city with a population of at least 50,000 before 1960.
