Directs the President to appoint an ad hoc commission to conduct a study of the effects that full compliance with the Clean Air Act by every State would have on: (1) employment; (2) the economic situation of our communities; (3) the health and safety of the United States population; and (4) energy supplies and demands.
Prohibits, during the study and for six months thereafter, the monitoring of stationary source stack emissions by the Environmental Protection Agency on any time schedule less than an average of the previous 30 days.
