Rejects the President's determination that it is in the U.S. national interest to continue sanctions against Zimbabwe-Rhodesia. Makes this rejection, and the resulting termination of sanctions, effective when a British Governor has been appointed and assumed his or her duties in Zimbabwe-Rhodesia.
