=Title I: Jury Service Upon Restoration of Civil Rights= - Permits felons to qualify for Federal jury service upon restoration of civil rights through any means.
=Title II: Jury Selection Procedures, Records, and Definitions= - Increases to $5,000 the fine for disclosing the contents of records or papers used by the jury commission or clerk in connection with the jury selection process. Provides that such records may be disclosed after a jury has been discharged, but only for the purpose of determining the validity of the jury's selection. Defines "publicly draw," for the purpose of provisions specifying procedures for selection of prosepective jurors, to include drawings made by means of electronic data processing.
=Title III: Compensation of Jurors for Service-Related Injuries= - Provides Federal employees disability and death benefits coverage to Federal jurors. Reduces such benefits by the amount received under a noncontributory State or local disability compensation or survivor benefit program.
States that the provisions of this Act shall take effect on October 1, 1978.
