Title I: Size of Civil Juries - Sets the number of petit jurors in noncriminal United States district court and District of Columbia Superior Court actions at six and requires that verdicts in such cases be unanimous, unless the parties stipulates otherwise.
Reduces the number of peremptory challenges in such cases.
Title II: Use of Voter Lists in Jury Selection - Establishes use of voting lists in selecting jurors as a presumption that juries selected represent a fair cross-selection of the community. Directs that juries in the United States district courts for the District of Columbia, Puerto Rico, and the Canal Zone be chosen from voting lists.
Title III: Jury Service upon Restoration of Civil Rights - Permits felons to qualify for Federal jury service upon restoration of civil rights through any means.
Title IV: Automated Jury Selection - Defines "publicly draw," for the purpose of provisions specifying procedures for selection of prospective jurors, to include drawings made by means of electronic data processing.
Title V: Coverage of Jurors under Federal Employees Compensation Act - Provides Federal employees disability and death benefits coverage to Federal jurors.
