Directs the Chief Justice of the United States, upon his own initiative or upon request of two judges and/or justices, to appoint a panel of three judges and/or justices to review the performance of a judge or justice. States that the subject of the review shall cease to hold office if a majority of the panel finds that he failed to serve in good behavior, unless the determination is appealed. Permits appeal of an adverse panel decision to the Supreme Court.
