A bill to provide for uniform standards for trucks carrying freight in interstate commerce.

Directs the Secretary of Transportation to prescribe uniform standards for trucks carrying freight in interstate commerce and to prescribe standards for State taxation and regulation of such vehicles.

Stipulates that a State which does not comply with such standards shall have its apportionment of Federal highway funds reduced by ten percent for the first year of noncompliance, 20 percent for the second year, and 30 percent for each subsequent year.
