National Center for the Handicapped Act - Establishes a National Center for the Handicapped within the Office of the Secretary of the Department of Health, Education, and Welfare to serve as a national educational, research, and service model for the handicapped.
Directs the Center to: (1) establish model educational and rehabilitation centers; (2) develop education programs and teach employment skills; (3) perform and expand research activities; and (4) develop programs and train educational and rehabilitation staff personnel.
