Amends the Appalachian Regional Development Act of 1965 to permit the continued funding of child development demonstration projects up to 75 percent of annual operating costs for an additional two-year period beyond the current five-year limitation if the Appalachian Commission finds that other funds are unavailable.
Directs the Appalachian Regional Commission and the Department of Health, Education, and Welfare to conduct a study of such programs with special regard to a procedure to transfer complete sponsorship of such programs from the Commission to State or private agencies.
Directs the Commission and the Department to report its findings to the Congress within one year after enactment of this Act.
