Directs the Secretary of Labor, under the Comprehensive Employment and Training Act of 1973, to establish centers for displaced homemakers through prime sponsors. Includes among the training employment services to be provided by such centers: (1) a flexible job readiness program; (2) referral, replacement, and outreach programs; and (3) development of public service jobs.
