Amends the National Traffic and Motor Vehicle Safety Act of 1966 to prohibit motor vehicle dealers, after receiving notice from the manufacturer of a defect in any motor vehicle or item of replacement equipment pursuant to such Act, from transferring any interest in such vehicle or replacement item in connection with its first purchase for purposes other than resale until such defect has been remedied.
Sets forth the damages for which a dealer may be liable for violations of this Act.
Grants jurisdiction to the district courts, regardless of the amount in controversy, to enforce such liability.
