Prohibits the closing of any post office serving more than 30 households or the consolidation of any existing rural route without postal patron approval. Prohibits the reduction in mail delivery service in any rural area or town of less than 100,000 inhabitants. Permits the reduction of mail delivery frequency in cities of over 100,000 inhabitants if such proposed reduction is submitted to the Postal Rate Commission.
Requires each post office to be headed by a postmaster and requires at least one post office to be established in each seat of county government.
