A bill to amend title 39, United States Code, to regulate the manner in which the U.S. Postal Service may consolidate rural delivery routes and close post offices serving rural areas and small communities and towns.

Prohibits the closing of any post office serving more than 30 households or the consolidation of any existing rural route without postal patron approval. Prohibits the reduction in mail delivery service in any rural area or town of less than 100,000 inhabitants. Permits the reduction of mail delivery frequency in cities of over 100,000 inhabitants if such proposed reduction is submitted to the Postal Rate Commission.

Requires each post office to be headed by a postmaster and requires at least one post office to be established in each seat of county government.
