A bill to define the jurisdiction of the Federal courts with respect to challenges to congressional subpoenas.

Requires commencement in the United States Court of Appeals for the District of Columbia circuit of any suit in which one party seeks injunctive relief to avoid compliance with a Congressional subpoena. Defines the scope of review and the standards to be considered in such review.
