A bill to provide that the Federal Government shall assume 100 percent of all Federal, State, and local welfare costs.

Directs the Secretary of Health, Education, and Welfare to pay all costs (including related administrative expenses as well as the costs of the actual aid, assistance, or benefits involved) incurred by any State or local government or agency thereof in carrying out a welfare or public assistance program.
