A bill to amend chapter 44 of title 18 of the United States Code (respecting firearms) to penalize the use of firearms in the commission of any felony and to increase the penalties in certain related existing provisions, to lower certain age limits from 21 years to 18, and to eliminate recordkeeping provisions with respect to ammunition.

Requires that whoever uses or carries a firearm during the commission of a Federal felony or whoever is convicted by a State court of a crime punishable by a term of imprisonment exceeding one year and used or carried a firearm transported in, or affecting, interstate or foreign commerce during the commission of such a crime shall, in addition to the punishment provided for the commission of such crime, be sentenced to a term of imprisonment of not less than five nor more than ten years. Requires in the case of a second or subsequent conviction the imposition of a term of imprisonment of not less than ten years or to life imprisonment.

Stipulates that the execution or imposition of any term of imprisonment under this Act: (1) may not be suspended; (2) may not run concurrently; and (3) may not include probation.

Reduces from 21 to 18 the age at which a person is subject to all provisions of the Gun Control Act of 1968.

Permits a licensed dealer, licensed manufacturer, licensed importer or licensed collector to sell ammunition to a person without having to keep records as required by the Gun Control Act of 1968.
