A bill to amend title 38, United States Code, to revise the eligibility requirement for the receipt of a headstone or marker for veterans whose remains are unrecoverable.

Removes the requirement that a veteran die in the service in order to be entitled to a memorial headstone or marker when his remains have not been recovered or identified or have been buried at sea.
