A bill to amend title XI of the Merchant Marine Act, 1936.

Amends the Merchant Marine Act, 1936, to revise the definition of "foreign trade" for purposes of meeting eligibility requirements to receive Federal guarantees for financing United States flag vessels under such Act to exclude from such definition vessels providing primarily liquid and dry bulk cargo carrying services between foreign ports.
