A bill to authorize a national summer youth sports program.
National Summer Youth Sports Program Act - Authorizes the Secretary of Health, Education, and Welfare to establish a national summer youth sports program. Requires such program be designed to offer disadvantaged youths the opportunity to receive educational instruction, sports instruction, health and nutritional services, and the opportunity to participate in education programs and sports competitions.
Specifies that the Secretary shall administer programs under this Act by making grants or contracts with the National Collegiate Athletic Association or other qualified organizations.
Stipulates that such grants or contracts shall contain provisions to assure (1) expanded educational opportunities for disadvantaged youth especially in the areas of competitive sports and sports skills instruction; (2) the learning of good health practices; (3) greater community involvement of participating organizations; (4) on the job training in sports instruction and administration; and (5) service to major metropolitan centers.
Permits subcontracting for local projects.
Stipulates that not more than 80 percent of the direct costs of such programs can be paid for with Federal funds.
Prohibits the use of Federal funds to pay the general or administrative expenses of supervising a program under this Act.
Authorizes appropriations for fiscal years 1978 through 1981.
