Truth in Budgeting Act - Requires the Secretary of the Treasury to prepare and make public annual consolidated financial statements for all expenditures of the United States utilizing the accrual method of accounting.
Amends the Congressional Budget Act to require that all public bills and resolutions introduced in Congress or reported by a committee contain an estimate of the average cost of such measure of each taxpaying family.
