A bill making appropriations for the Department of Housing and Urban Development and for sundry independent agencies, boards, commissions, corporations, and offices for the fiscal year ending September 30, 1979, and for other purposes.
Department of Housing and Urban Development - Independent Agencies Appropriation Act, 1979 - =Title I: Department of Housing and Urban Development= - Makes the following appropriations for fiscal year 1979: (1) Housing Programs - (a) for annual contributions for assisted housing, (b) for housing for the elderly or handicapped, (c) for housing payments (appropriation to liquidate contract authority), (d) for congregate service programs, (e) for operating subsidies for troubled multifamily housing projects, (f) for payments for operation of low-income housing projects, and (g) for the Federal Housing Administration Fund; (2) Government National Mortgage Association for emergency mortgage purchase assistance, special assistance, and payment of participation sales insufficiencies; (3) Community Planning and Development - (a) for community development grants, (b) for urban development action grants, (c) for comprehensive planning grants, (d) for the rehabilitation loan fund, and (e) for the urban homesteading programs; (4) Federal Insurance Administration for flood insurance; (5) Neighborhoods, Voluntary Associations and Consumer Protection - for housing counseling assistance; (6) Policy Development and Research; (7) Management and Administration - Department of Housing and Urban Development; and (8) Funds Appropriated to the President - Federal Disaster Assistance Administration (disaster relief).
=Title II: Independent Agencies= - Makes appropriations for fiscal year 1979 to the following: American Battle Monuments Commission, Consumer Product Safety Commission, Cemeterial expenses, Army, Environmental Protection Agency, Council on Environmental Quality, Office of Science and Technology, Consumer Information Center, Office of Consumer Affairs, National Aeronautics and Space Administration, National Institute of Building Sciences, National Science Foundation, Selective Service System, Treasury Department, Veterans' Administration, National Commission on Air Quality, and the New York City Seasonal Financing Fund.
Sets forth limitations on the funds appropriated to the National Science Foundation to be made available for Applied Science and Research Applications. Stipulates that none of such funds shall be used to pay an investigator, through a grant, at more than the maximum rate paid for GS-18, unless expressly approved by the Director of the National Science Foundation.
=Title III: Corporations= - Appropriates funds for fiscal year 1979 within the Federal Home Loan Bank Board to the following: for the limitation on the administrative expenses; for the limitation on nonadministrative expenses; and for the Federal Savings and Loan Insurance Corporation.
=Title IV: General Provisions= - Sets forth limitations on appropriations including those for travel expenses which shall be limited to budget estimates without express authorization to the contrary.
States that no funds shall be available for grants or contracts for research projects not solicited by the Government where the cost-sharing of the recipient does not reflect the mutuality of interest of such recipient and the Government in the research.
Stipulates that no funds may be used to pay the salary of a consultant in excess of the daily equivalent rate paid for GS-18, unless otherwise provided for by law.
