A bill to provide that all federally assisted public mass transportation facilities, equipment, and services be adapted to accommodate the needs of elderly and handicapped persons.

Directs the Secretary of Transportation to require that all projects receiving Federal financial assistance for mass transportation purposes be designed and operated so that such transportation facilities, equipment and services can be utilized by elderly and handicapped persons.
