A bill to amend the Federal Water Pollution Control Act to require proof that the discharge of pollutants into the navigable waters is not harmful to the public health and welfare or to the environment.

Amends the Federal Water Pollution Control Act to require that all parties receive the prior approval of the Administrator of the Environmental Protection Agency before discharging pollutants into navigable waters.

Places the burden of proof on the party seeking to discharge pollutants to show that such discharge will not be harmful to the public health and welfare or to the environment.
