A bill to extend title II of the Public work Employment Act of 1976 for one year and to reduce the termination percentage to 5.5 percent.

Extends the antirecession provisions of the Public Works Employment Act of 1976, which provide financial assistance to state and local governments for the maintenance of basic services. Reduces the minimum unemployment rate which must exist to trigger appropriation authorizations under such provisions.
