Modifies the exterior boundary of the Cibola National Forest, New Mexico, to include additional acreage. Conditions the inclusion of such land upon the city of Albuquerque acquiring a certain tract. Designates specified acres as "intended wilderness" to be part of the Sandia Mountain Wilderness. Provides that any lands owned by the United States in the described tract, or any lands acquired by the Secretary of Interior and transferred to the Secretary of Agriculture, shall be administered in accordance with the laws, rules, and regulations applicable to the National Forest System.
Authorizes appropriations, not to exceed $12,000,000, from the Land and Water Conservation Fund for acquisition of the described lands.
