Concurrent resolution to establish a joint committee to conduct an investigation of the U.S. Postal Service.

Establishes a Joint Congressional Committee on the Postal Service to conduct an investigation of the operation and organization of the United States Postal Service for the purpose of improving the United States mail service. Requires the joint committee to report the results of its investigation together with its recommendation before the close of the present Congress.
