Includes Charles County, Maryland, within the National Capital region for purposes of comprehensive planning relating to the location of Federal agencies.
Requires that specified proposed leases within the National Capital region by executive departments and agencies or by the United States Postal Service be submitted to the National Capital Planning Commission. Empowers the Commission to veto any such proposed lease.
