Includes Charles County, Maryland within the National Capital region for purposes of comprehensive planning relating to the location of Federal agencies.
Requires that specified proposed leases within the National Capital region by executive departments and agencies or by the United States Postal Service Service be submitted to the National Capital Planning Commission to vote any such proposed lease.
