A bill to amend the Foreign Assistance Act of 1961 to provide emergency relief, rehabilitation, and humanitarian assistance to the people who have been victimized by the recent earthquake in Guatemala.
Guatemala Relief and Rehabilitation Act - Provides, under the Foreign Assistance Act of 1961, as amended, that the President is authorized to provide assistance for the relief and rehabilitation of victims of the earthquake in Guatemala, and authorizes $25,000,000 for such purpose for fiscal year 1976, of which not more than $4,000,000 shall be available for repairs to the Puerto Barrios highway. Requires that assistance extended under this Act be distributed to the maximum extent possible through voluntary relief agencies of the United States and through other international relief and development organizations. Requires that such assistance used for housing construction be, to the maximum extent possible, with seismic resistant materials or materials which will otherwise minimize the danger of injury to occupants in future earthquakes.
Directs the President to report, within 60 days of enactment and quarterly thereafter, to the Congress on the programming and obligations of funds under this Act.
