Requires the Secretary of Agriculture to make financial assistance available to agricultural producers who suffer losses as the result of having their agricultural commodities or livestock guarantined or condemned because such commodities or livestock have been found to contain toxic chemicals dangerous to the public health.
Directs that the amount of each such loan shall be limited to $100,000. Requires agricultural producers receiving a loan and subsequently compensated for such loss to repay the loan up to the amount of compensation within three months after receipt of the compensation.
