A bill to amend the Securities Act of 1933 to provide for the registration of securities issued by State and local governments.

Removes the exemption from the Securities Act for securities issued by territorial, State, or local governments.

Authorizes the Securities and Exchange Commission to add to the list of exempt securities those issued by governmental instrumentalities whenver such exemption would be in the public interest.
