A bill to amend the Securities Act of 1933, and for other purposes.

Removes the exemption from the Securities Act for securities issued by territorial, State, or local governments.

Authorizes the Securities and Exchange Commission to add to the list of exempt securities those issued by governmental instrumentalities whenever such exemption would be in the public interest.
