Provides, under the Water Resources Development Act, that the Secretary of the Army shall not require as a condition precedent to the construction of bank stabilization works for the protection of the Sacred Heart Hospital in Yankton, South Dakota, that such Hospital agree to hold and save the United States free from damage due to such construction.
