Indochina Refugee Children Assistance Act of 1976

Indochina Refugee Children Assistance Act - =Title I: Program For The 1976 Fiscal Year= - Defines the terms used in this Act. Directs the Commissioner of Education to make grants to State and territorial educational agencies for the public education of Vietnamese and Cambodian refugee children. Sets forth a formula for determining the amount of such grants.

Stipulates that the assistance provided under this Act may be used only for (1) supplementary educational services; (2) additional basic instructional services; (3) special in-service training for instructional personnel.

States that no such grants may be made unless the State submits an application to the Commissioner containing specified information and assurances.

Authorizes to be appropriated such sums as are necessary to make the payments for which the State agencies are entitled.

=Title II: Program for the Transition Period and the 1977 Fiscal Year= - Directs the Commissioner to make payments to State educational agencies for the period July 1, 1976, through September 30, 1977. Sets forth a formula for determining the applicable grant levels for each educational agency.

States that no such grants may be made unless the State submits an application to the Commissioner containing specified information and assurances.

Authorizes to be appropriated such sums as are necessary to make the payments for which the State agencies are entitled.

=Title III: Adult Education Provision= - Provides, under the Adult Education Act, for a program of grants to State and local educational agencies for the purpose of operating special adult education programs for Indochina refugees. Specifies the purposes for which such grants may be used.
