Provides a penalty of 5 to 10 years imprisonment for possession or use of a firearm during the commission of a felony subject to original jurisdiction in Federal court. States that this penalty is in addition to the punishment imposed for the felony itself.
Lowers the age limit for persons who may purchase firearms from 21 to 18 years of age.
Eliminates record keeping requirements with respect to the identity and address of purchase of ammunition.
