Provides that upon adoption of this resolution, notwithstanding the three-day layover requirement of clause two, rule XXVIII, it shall be in order to consider the conference report on the bill (H.R. 4592) making appropriations for foreign assistance and related programs for the fiscal year ending June 30, 1975, and for other purposes.
