Establishes a Select Committee on Foreign Intelligence in the House of Representatives. Authorizes the committee to study the relationship between the Congress and the intelligence community. Directs the committee to conduct hearings and investigations to determine how the Congress can structure itself to properly and adequately monitor the operation of any agency of the Government of the United States engaged in the gathering of foreign intelligence including but not limited to the Central Intelligence Agency, the Defense Intelligence Agency, the National Security Agency, and the Federal Bureau of Investigation.
