Authorizes the Chairman of the Subcommittee on Oversight and Investigations of the House Committee on Interstate and Foreign Commerce to intervene and appear in =United States v. American Telephone and Telegraph Co.=, et al. in order to secure information relating to the privacy of telephone communications.

Authorizes the Chairman to employ a special counsel to represent the Committee and the House with respect to such civil action.
