Resolution to amend Rule X of the rules of the House of Representatives to prohibit any Member from serving as chairman of the same committees or subcommittee during more than three Congresses.

Amends rule X of the Rules of the House of Representatives to provide that no Member shall serve as a chairman of the same committee or subcommittee during more than three Congresses beginning after 1976. Directs that all selections of Members to serve as chairmen of committees or subcommittees shall be made without regard to seniority.
