A bill to provide additional assistance to the Energy Research and Development Administration for the advancement of nonnuclear energy research, development and demonstration.

Authorizes the Energy Research and Development Administration to provide additional assistance in the form of authorizing loan guarantees to any person who demonstrates a unique capability for converting fossil fuels to synthetic fuels.

States that no loan guaranteed under this Act may exceed 75 percent of the cost of construction and operation of an initial demonstration project.
