Provides that any veteran who, while on active duty, was held as a prisoner of war for not less than six months shall be deemed to have a service-connected disability of 50 percent rated as permanent for purposes of entitlement to wartime disability compensation and other veterans' benefits. Provides for a ten-year presumptive period of service connection for chronic diseases of such veterans. (Adds 38 U.S.C. 303, 361).
