A bill to promote improved relations between the United States, Greece, and Turkey, to assist in the solution of the refugee problem on Cyprus, and to otherwise strengthen the North Atlantic Alliance.

Authorizes the President to furnish to Turkey defense articles and services for which contracts were signed on or before February 5, 1975, under the Foreign Military Sales Act.

Requests the President to determine the needs of Greece for economic and military assistance through discussions with such Government.

Directs the President to submit to the Speaker of the House, and to the Foreign Relations and Appropriation Committees of the Senate, a report on discussions conducted under this Act, together with recommendations for assistance to Greece for fiscal year 1976.
