Provides, under title XVI of the Social Security Act (Grants to States for the Aged, Blind, and Disabled), for emergency replacement payments to recipients of supplemental security income benefits. Authorizes cost-of-living increases in such benefits. Prevents reductions in such benefits because of social security benefit increases. Provides reimbursement to States for home relief payments to disabled applicants prior to determination of their disability. Permits payment of such benefits under specified circumstances directly to drug addicts and alcoholics (without a third-party payee). Entitles food stamp eligibility to all supplemental security income recipients. Provides for action within 30 days on applications for benefits. Changes eligibility requirements for separated spouses by deleting the 6-month separability requirement. Allows judicial review of eligibility determinations.
