A bill to authorize certain appropriations to be used only for purposes of strengthening the military capabilities of signatories of the North Atlantic Treaty in order to enable such signatories to fulfill their obligations under such treaty.

Authorizes appropriations of $100,000,000 for an Emergency NATO Contingency Fund. Authorizes the appropriation of $400,000,000 for sales under the Foreign Military Sales Act. Limits such appropriations to the purposes of strengthening the military capabilities of signatories of the North Atlantic Treaty in order to enable such signatories to fulfill their obligations under such treaty.
