A bill to amend title 38, United States Code, to establish a Court of Veterans' Appeals and to prescribe its jurisdiction and functions.

Establishes a Court of Veterans' Appeals. Sets forth regulations for the appointment, tenure, and compensation of judges. Provides that the Court shall have exclusive jurisdiction to review decisions by the Board of Veterans' Appeals involving claims for veterans' benefits and whether or not a disability or death is service connected. Sets forth procedures for the review of such decisions.
