Provides that any grant funds under the Federal Water Pollution Control Act which were withheld from allotment by Presidential direction for fiscal years 1973, 1974, and 1975 shall be allotted among the States by the Administrator of the Environmental Protection Agency in accordance with a specified formula.
Revises the distribution of such allotments to the States for fiscal years beginning with 1976.
