A bill to amend the Voting Rights Act of 1965 to provide that individuals casting absentee ballots in Federal elections shall be relieved of any costs relating to the notarization of such ballots.

Requires each State or political subdivision which provides by law for the casting of absentee ballots in any election for Federal office to: (1) establish and maintain a method for the notarization or other certification of such ballots which does not impose any cost or expense upon individuals casting such ballots; or (2) provide for the reimbursement of such individuals for any cost or expense incurred by them with respect to the notarization or other certification of such ballots.
