Makes it an unfair labor practice under the National Labor Relations Act to coerce, narass, or threaten an employee or independent contractor who is or is not a member of a labor organization, with respect to any contract between such employee or independent contractor and such employer for the purpose of effecting a modification of such contract.
Declares that where the National Labor Relations Board determines that an employer has engaged in the unfair labor practice prohibited by this Act, the Board shall assess a penalty of up to $10,000 for each violation.
