States that the staff of the Council on International Economic Policy shall be appointed and compensated without regard to the provisions of law regulating the employment and compensation of persons in the Government service, with specified exceptions. Extends the expiration date of the International Economic Policy Act from June 30, 1977 to September 30, 1977. Authorizes appropriations of $1,657,000 for fiscal year 1976 and $1,670,000 for fiscal year 1977 to carry out the provisions of such Act.
